How Congresses are numbered

Congresses are counted from the first, which met in 1789. Each lasts two years — the length of a House term — so the number goes up by one every odd-numbered year, when the Congress elected the previous November is sworn in. Since the Twentieth Amendment, that happens on January 3 unless Congress sets a different day by law.

To find the Congress for any year, subtract 1789, divide by 2, drop any remainder and add 1. 2026 gives the 119th; 2000 gives the 106th. Each Congress has two regular sessions, one per year: the first session in the odd year, the second in the even year.

Senators serve six-year terms, so a senator’s term spans three Congresses — see term lengths.
