Why January 3?

Before 1933, newly elected members of Congress didn't take office until March 4 of the following year — leaving outgoing, often defeated members in office for four months after voters had replaced them. The 20th Amendment, ratified in 1933, shortened that gap by fixing the new Congress's start date at noon on January 3, unless Congress itself passes a law setting a different day. The roughly two months between Election Day and January 3 is now called the lame-duck period.

Could the Date Move for the 120th Congress?

It's possible but not the base case. A weekend convening date isn't itself a problem — the Constitution doesn't require a weekday, and Congress convened without incident on Sunday, January 3, 2021. The 2015 move to January 6 was a choice, not a requirement: leadership judged that starting on a Tuesday made more practical sense than a Saturday start. Whether the 119th Congress makes the same choice for 2027 is a decision that hasn't been made as of this writing (August 2026) — if it happens, it will be a specific joint resolution passed and signed into law before the end of the 119th Congress.
